Preheat oven to 350°F. Spray 2 8-inch round pans with baking spray.
Beat strawberry cake mix, 1 cup water, 3 eggs and 1/3 cup vegetable oil in large bowl with an electric mixer on low speed until blended, about 30 seconds. Beat on medium speed 2 minutes. Pour into pans and bake 24 to 29 minutes, until toothpick inserted in center comes out clean.
Cool on wire rack 10 minutes. Invert cakes onto rack, wash and dry pans, spray with baking spray.
Beat lemon cake mix, 1 cup water, 3 eggs and 1/3 cup vegetable oil in large bowl with an electric mixer on low speed until blended, about 30 seconds. Beat on medium speed 2 minutes. Pour into pans and bake 22 to 27 minutes, until toothpick inserted in center comes out clean.
Cool on wire rack 10 minutes. Invert cakes onto rack and cool completely.
Place one cake layer on serving plate. Frost with about 1/3-cup frosting. Alternate cake flavors and layer with frosting. Frost entire cake with remaining frosting. Decorate with PEEPS® Marshmallow Bunnies and PEEPS® Jelly Beans and sprinkles. Slice and serve.
